A short history
Surrey Care Association was formed in 2000 from the former Surrey Residential Homes Association, Surrey Domiciliary Care Association and Surrey Nursing Homes Association. This important alliance was the foundation for Surrey Care Association to become the voice of all Care Homes and Domiciliary Care Agencies in the independent care sector in Surrey. SCA represents owners of all Care Homes and Domiciliary Care and Nurse Agencies in Surrey who are registered with the Commission for Social Care Inspection from both the private and voluntary Sector.
It was a membership subscription Association managed on a voluntary basis by proprietors from a range of care services in the county of Surrey.
Over time SCA was able to develop its relationship with Surrey County Council and the regulators, initially National Care Standards Commission and more recently the Commission for Social Care Inspection (CSCI). Significant achievements were the signing of the Concordat with Surrey County Council in 2003, a commitment by both parties to working in partnership and then following funding from the Department of Health Change Agent Team formal Provider network meetings were established with Surrey County Council to openly discuss challenges facing the sector.
One major result was the commissioning of Laing and Buisson to undertake market research to guide the future commissioning strategies of Surrey County Council and equally to give Surrey Care providers an insight into market opportunities for future business development.
The changes
It was time for SCA to look to the future and to broaden their scope. The plans for the future development of the Association were presented initially at the SCA Conference in May 2005 and subsequently a Special General meeting was called on 19th July 2005 to pass the necessary resolutions to enable these plans to proceed. At the Special General meeting these resolutions were all passed unanimously.
The new Surrey Care Association Ltd will have wider objects than the former Association. It will become fully inclusive to represent the interests of all Independent Sector providers of Care and Support Services for Adults in Surrey. All functions and activities previously provided by the Association will continue, and be extended to include support for the development of the Social Care Workforce (previously provided through the Care Sector Development Project). SCA Ltd will also continue to work with the Statutory Sector to develop the Independent Care Sector to meet the present and future needs of the population of Surrey. The services will be extended to provide for Supporting People service providers as well as those providing services registered with CSCI.
Do you need to be a member to benefit from these changes?
The extended functions of the Association align with the needs of the statutory sector with whom we have been working in partnership to develop this broader vision, and as a result they are willing to commit substantial funds to enable the Association to grow in this way, whilst recognising that the governance of the Association remains fully in the Independent Sector.
Funding has been secured from three funding partners:
- Surrey County Council
- Surrey Learning and Skills Council
- Skills for Care through Surrey/Sussex Learning Resource Centre Network
One simple effect of the new funding arrangements is that membership subscriptions will cease, requiring organisations simply to register their representative with the Association, thereby becoming a member. No further registration will become necessary in the future except when an organisation changes its representative.
The new SCA Ltd will be a not-for-profit limited company. Through the registration of their representative, an organisation is enabled to participate in the governance of the Association, appointing the Board of Directors annually at the Annual General Meeting. The Association has all the benefits of being a limited liability organisation. The only individual commitment this then involves is that in the unlikely event of the Association going into liquidation each organisation registered will become liable for a contribution of £1.
Who will do the work?
The new arrangements will work to the benefit of all Social Care providers, and will enable the Independent Sector to become an employer and to thereby have our own professional voice and representation. This will provide a level of service to Independent Sector Providers which could not be contemplated when limited to the service available through only a voluntary committee, although the new board members will continue to be active in promoting the interests of the Sector.
A Chief Executive Officer, Erica Lockhart, formerly Director of the Care Sector Development Project, will take forward much of the work. Our finding partners have been keen to ensure SCA Ltd continues work around workforce and skills development, as well as business and market development.
The new arrangements for SCA Ltd provide a great opportunity for the future for all Social Care Providers in Surrey.

Mike is Chief Executive of the Whiteley Homes Trust and therefore responsible for Whiteley Village. The Trust is a registered charity and a Charitable Company limited by guarantee. The village provides housing for needy elderly in 278 Grade 2 listed Almshouses and provides higher levels of care through a 49 bedded extra care facility (Huntley House), two care homes (Total 66 beds) and a Nursing Home (48 beds).

Ernie Graham (Non Sector Director)
Ernie currently owns four care homes (180) beds and has been in the sector since early 1996. He has chaired the SCA since 2001 and has special interest in the development of long term plans for the whole sector, in conjunction with the statutory sector.

Deborah Tosler Treasurer
Deborah is the Chief Executive of the charity Prospect Housing and Support Services which provides housing, care and support services to disabled people and their carers. She has worked in the social care sector for 26 years and has experience of working with people with learning disabilities, mental ill health, sensory impairment, carers, women working in the sex industry, substance users, and people who are street homeless. Deborah represents Supporting People providers on the Board of SCA.

Erica Lockhart (Chief Executive)
Erica was appointed Chief Executive to SCA Ltd in September 2005. Erica was Director of the Surrey Care Sector Development Project, a partnership between Surrey Learning and Skills Council and Surrey County Council supporting the Adult Care sector from 2002. In her previous career Erica worked in Senior Management positions for Social Services in Surrey, Cleveland and Stockport and for 10 years ran a consultancy and training business as part of Surrey County Council. During this time Erica was successful in bidding for, and leading on a number of European Social Fund projects for the independent care sector and whilst leading on the Surrey care project built up excellent partnerships and networks.

Ryan Kelly (Supported Living Representative)
Ryan Has been Chief Executive of Whitmore Vale Housing Association since 1978, previously having worked in the Electronics industry. Whitmore Vale provides care & support for people with a learning disability, some also having physical disabilities. It has five Care Homes, a Day Centre and three Supported Living Services supporting independent living in the community.
Ryan was on the initial committee of Surrey Registered Homes Association in 1990 and has actively promoted the interests of the independent sector service providers in Surrey since then in negotiations with statutory bodies.

Andrew Lord (Domiciliary Care/Nursing Agency)
Andrew Lord is General Manager for Astor Care and Nursing Agency and Chair of Surrey Skills for Care (formerly Topss) sub group. In addition to supplying temporary staff Astor Agency provide Mandatory Training and a CRB Umbrella Body Disclosure service. Staff are supplied to a variety of clients including NHS hospital trusts, day centres, clinics, rehabilitation units, learning disability homes, private hospitals, residential & nursing homes and to clients in their own home.
Andrew represents SCA on the Home Based Care sub group of the Provider Network and leads on the Skills for Care funding partnership for Surrey care Association.

Martin Bellinger Co-opted Director Supported Living Representative
Martin is Chief Executive Officer at Cherchefelle Housing Association where he has worked since November 2005. His responsibilities in Surrey include provision of supported housing and floating support under Supporting People contracts for a wide range of vulnerable individuals primarily with mental health or learning difficulties, delivery of Domiciliary and Extra Care services as a registered provider with CSCI as well as delivery of supported living services to clients in their own homes. In addition, Martin has a smaller but similar range of services in West Sussex that also includes Sheltered Housing for the elderly and a housing scheme for young vulnerable adults.
Martin has a career history in the supported housing sector.

Judith Walker (Learning Disability)
Judith is Executive Director of The Grange Centre which is a Care, Tenant Support and Skills Training Provider. Young adults with learning and/or physical disabilities access accommodation and day facilities. Judith comes from a background of social and health care.

Antony Coomb Older People
Antony Coomb owns and manages Care Homes for the past 24 years. He runs Care Homes in Reigate, Wray Park & Caterham, Woodside View Surrey. He has a wide experience in all aspects of Management & Operations of Care Homes. He is a Chartered engineer with four professional corporate memberships; CEng, MIChemE, MInstE, MinstWM, and also is a RMA / NVQ 4 & Assessor/Trainer in Care. Prior to starting his care home business in 1983 he worked in senior management positions in UK Industry for about 18 years.
His Care home Wray Park/Coomb Care Foundation based in Reigate Surrey is an Investor in People and a winner of the Best Employer under 250 employees category in the Skills for Care National Accolades awards 2005. His organisation has also other national awards including runner-up Best Employer for Continuing Professional Development (CPD) Topss National Accolades 2004, runners-up Best Employer Care training Excellence 2005 Care Choices and Winner Care Employer of the Year 2006. Antonys work is often featured in various national Care Sector professional publications.
He is a past President of the Rotary International Rotary club of Reigate, a Trustee of Age Concern Reigate, Redhill and Merstham, a Governor of a local school Holmesdale School and a Director of the board of Surrey Care Association.
