Launch of Surrey Care Awards
We are proud and delighted to announce the launch of Surrey’s very own ‘Oscars’ for the adult social care sector. The Surrey Care Awards gala ceremony and dinner dance will take place at Denbies Vineyard near Dorking on Friday October 9th 2009. Surrey Care Association has organised the event in response to care providers’ requests for a local awards ceremony to recognise the hard work and dedication of their care staff across the county. The Awards will also help raise the profile of social care and highlight the employment opportunities within the sector. There are 10 categories to enter, ranging from Young Care Practitioner of the Year to Lifetime Dedication Awards. Saying Farewell Safeguarding Team and
Saying farewell and thanks to Sally Marks who is stepping down as Chair of Learning Disability Partnership board. The celebration was attended by Erica Lockhart to say thank you on behalf of SCA.
SCA working together
SCA and SCC Safeguarding Team have been working on strengthening their relationship and we were able to represent SCA and Surrey Care Advice Service at a recent event for SCC staff launching their revised in-house procedure. This gave us the opportunity to talk with a large number of SCC staff and raise awareness of both SCA and the advice service. We also agreed to purchase a copy of the DVD produced by the Safeguarding Team for every provider in Surrey – this was mailed out in early July. Additional copies are available if required. Each copy is numbered and providers are asked to record how they use the DVD for future analysis. This valuable resource is designed to complement your current induction with care staff around the critical issue of abuse and its prevention. Whilst it won't cover everything you need to do on this subject we believe this will prove to be a really useful addition to your induction process. At a recent meeting of the Trainers Network a “shopping list” of other support providers would value was discussed including train the trainer, training for managers and also more access to multi-agency programmes. SCA is discussing these needs with the Safeguarding Board and Training sub-group. To ensure we are able to contribute to the Board’s activities Alan Willmott will represent our interests at the Training sub group and Mike Choy, SCA board director, represents SCA on the Board.

Report on SCAS Advice Service
SCC changes to Adult Social Care team
Sarah Mitchell, Director of Adult Social Care at Surrey County Council has written to tell us that Jon Muller has decided to take early retirement. His last day with the Council will be 17 July. Dave Sargeant will be taking over Jon's responsibilities from 20th July 2009, whilst remaining responsible for the Learning Disability Operational Services Teams and Mental Health integrated services together with some of the high profile projects already underway. SCC is recruiting to the new team over the summer with appointments to be made in early September. Since its inception earlier this year Surrey Care Advice Service (SCAS) with its team of 8 advisers has contacted all 50 zero and 1 star CQC rated homes in the county. Also it has fielded enquiries from a wide range of 2 and 3 star homes. The service has been set up with the aim of helping providers improve the quality of their service, particularly those with zero and 1 star rating. In addition SCAS advice is available for providers wanting to shift to supported living. Advice is not just confined to care home providers, SCAS has also been in touch with similar status domiciliary care agencies. Some 60 providers (care homes and domiciliary care agencies) have been given support by the advice team with around 30 contacts currently active at the present time. There are two homes that have seen their star rating shift from 1 to 2 whilst SCAS has been offering support. With CQC encouraging local authorities to take a tougher line with zero and 1 star rated homes, now is a very good time to contact us if your service is in that category. The main areas where providers have needed support and with which SCAS advisers have been able to help are sharpening business skills (especially finance and marketing), improving relationships with CQC Inspectors including submitting a good AQAA, helping small providers that lack organisational capacity to deal with change, staff training especially on person centred working. PSD Network Meeting
SCC would like an opportunity to talk with providers about commissioning intention for their PSD (physical and sensory disabilities) service and are considering dates around October November. If you would like to get involved please contact Erica Lockhart.
Adult Social Care Grant
Proposed Work Plan for 2009/10
In developing the work plan for the use of the Adult Social Care Grant in 2009/10 the focus has been on incorporating activities and programmes that have continuing relevance and a proven track record whilst addressing the challenges of Transformation and new and evolving national policy.
Farewell to Godalming Training Providers
It is hard to believe but the Business Training Services arm of Godalming Sixth Form College closes at the end of July. Dan Power broke the news following a month long consultation. BTS was the CoVe (Centre of Vocational Excellence) for Social Care and as it closes has 1,000 learners plus numerous other training programmes. We are extremely sorry to see them go and wish all the staff well in their future jobs. SCA will be reviewing with other training providers what services are on offer and will update our website soon.
The agreed plan includes the following:

A rolling programme of free training that helps staff to gain essential knowledge and skills in key areas such as adult protection, first aid and other training required by employers.

The continuation of activities that directly underpin the developments necessary in the care market in Surrey and include the Learning Disability Transformation Project, the Older People’s Business Development project and the Surrey Care Advice Service. These projects will continue to play an important role in facilitating the development of new and innovative services and improvements in the quality of existing provision.

Events and provider network meetings that will continue to provide forums for care providers to meet with one another and with officers from SCC to share information and perspectives on current and future market developments and to share good practice.
Recent Training Providers meeting
In addition the plan recognises that currently there is a drive to both improve and radically transform services. For this reason a significant part of the plan is devoted to introducing new activities and programmes for 2009/10. These include programmes aimed at helping providers to understand what they need to do to respond to key policy drivers such as person centred care and the Dementia and End of Life strategies. These will sit alongside a series of workshops aimed at enabling business owners and managers to hone their skills in leading and managing a successful business. Responding, through the effective use of the Adult Social Care Grant, to this major agenda of sustaining and improving quality of services and at the same time requiring change to meet the economic and transformation challenges has placed the budget under great pressure and many proposals have not been included. Priority has been given to what will have the most impact for the greatest number of providers. It is hoped further funding can be found to support these additional activities but the dramatic reduction in the Skills for Care local budgets will also have an impact on what can be delivered in Surrey. See summary on page 6.
Farnborough College has been working very closely with BTS and the COVE stakeholder group to develop an innovative foundation degree in social care that includes accreditation of NVQ 4 Health and Social Care in the first year of the programme. Despite of the closure of BTS, Farnborough has confirmed it will continue to deliver the foundation degree. Current students have been assured of this already and the college wants to assure prospective students of its continuing commitment to provide this service to Surrey care providers to help them upskill the workforce to level 4 and graduate level. The college reports that the first cohort of 13 students will be graduating at the end of July. The students themselves as well as their organisations have benefited significantly from completing this course. Train To Gain
Demand has exceeded supply of funding for Train to Gain and for the shorter units that were also being offered to employers. The picture doesn’t look good following recent discussions with training providers in Surrey. There is still no Level 3 or Level 4 funding until Skills for Care agrees key qualifications with the relevant government department. This seems to be taking for ever. Brooklands College is reporting a small number of ESF Level 2 places, but we are concerned that funding for Level 2 is drying up, other than the £75 unit (TSI) from Skills for Care.

The pace of change through homes deregistering continues to be slow, probably much slower than SCC would wish. However, CSCI and its new incarnation as part of the Care Quality Commission continue to make it very difficult for any provider to successfully deregister. As reported previously, only one voluntary sector home deregistered over the past year.

Problems for providers are multiple, however, and not just CQC related. There remain complications for providers that have residents supported by more than SCC as the spectre of ordinary residence remains very real. This is where a resident sponsored by an authority other than SCC might choose to discontinue their financial support if the home deregisters. The argument for this is that the former resident of a home has become a citizen of Surrey! Not good for providers if two councils are squabbling over who pays for social care. So, SCC is reluctant to ask some homes to deregister. Another problem is the viability of the business model for supported living. There are particular issues about rent levels and the uncertainty of retaining support services long term. And, to top all of that, CQC are now consulting on new registration arrangements due to be introduced in 2010 that could radically change the registration landscape. These changes might offer greater ease for those planning to deregister but greater regulation of supported living. Who knows what the outcome of consultation may bring? All of the above are good reasons for coming to SCAS LD provider network meetings, the next one is 15 September. Over the remainder of the year SCA is planning to engage with more of the providers running one or two homes. We know it’s difficult for providers to take time away from their

business so we plan to reshape some of the network meetings to enable more information sharing between each other and not require a full day commitment. The pressure for the shift to supported living continues, certainly for now and SCC is performance-monitored on residential payments. In many respects it’s easier for new businesses to come into the supported living market, that’s how SCC is currently obtaining places. Providers of care homes need to be aware that at some stage this activity may seriously impact on their own business viability, there are already signs of this in some quarters, so staying
ahead of the game is vitally important. The toolkit is currently being revised and will be re-launched in e-format around the end of July. Also, SCA has developed a financial tool to help providers get a grip of their costs and model the costs of their business should they decide to deregister, now or next year. Keep an eye out on the SCA website for when the toolkit becomes available for downloading. Older People’s Services in Surrey
Update from Valerie Smith
It is now just over a year since the Care Homes Older People network was launched. This network which is open to all Proprietors and Senior Managers of Care Homes replaced the previous sub group of the Provider Network. The numbers of people attending the network continues to increase, with the last meeting having an attendance of over thirty people. This, coupled with the Domiciliary Care network, provides a forum for communication between providers, SCA and the SCC. Achieving funding for the SCA/SCC Business Development Project has supported the networks and provided a resource to explore new and developing models of care, gain a better understanding of national and local policy and develop a toolkit. In addition it has enabled us to run a number of focused workshops and more providers are encouraged to attend.

We have introduced a policy update as an agenda item at the network meetings. This provides an overview of the documents and an opportunity to highlight and discuss the impact on your services. Recent policy updates have included the dementia strategy, an overview of the change agenda in health and social care, and the national strategies. Copies of these presentations are available on the SCA website under Downloads. A number of external speakers have been invited to the network meetings. Some have been more informative and relevant then others. Some will be unforgettable, as anyone who was present for the presentation on Surrey Local Involvement Networks (LINk), will agree. A follow up meeting with Surrey LINk has paved the way for a more constructive working relationship. As you know the Care Quality Commission took over as the regulator for health and social care in April 2009. Although there will be no changes in the way social care is regulated until October 2010 we have seen a flurry of activity in relation to consultation documents. These have included consultation on who should be regulated, the requirements for registration and currently the draft guidance about compliance with the Health and Social Care Act 2008 (Registration Requirements) Regulation 2009. This current consultation document looks daunting but it is very important. It contains all the information on what will be required for your service to meet each of the registration requirements. It is important that we hear your views and incorporate them in the response.
Big turnout for older peoples network
We have a workshop planned to discuss this document and we will report back. I am very pleased to confirm that we have secured funding for another year for the business development project. The challenge for future work will be to continue with and build on current achievements and to increase the number of providers who engage with us. The project will continue to support providers to be familiar with the developing Transformation Agenda, national policy and to identify the impact on the services they provide and the changes they may need to make. It is also important that we recognise the significant role that domiciliary care has in achieving these changes. Understanding both the capacity and market trends across all aspects of domiciliary care will be necessary. Our priorities for 2009/10 will need to include the following:I A review of the effectiveness and
access point for information on services for older people.
I Developing a dedicated email
database will enable us to distribute information specific to older people services as well as information and feedback from network groups and workshops.
I Establishing robust and regular
communication links between the project manager and SCC officers with a remit for older people so that we have up to date information on progress and changes.
I Work with SCC to develop the
commissioning strategy for older people to address the issues raised in our response to the draft commissioning strategy. Whatever direction your services take it is important to keep in touch by attending the network meetings and visiting the SCA website. Showcase SCA Prize Draw
Adult Social Care Grant summary from 2008-09 and plans for 2009-10
The Adult Social Care Grant has been confirmed for 2009-10 at the same level as 2008-09. SCA has prepared a work plan to cover the priority areas but many planned pieces of work could not be funded. Amongst the key areas is Workforce Strategy to provide the framework for future planning and bidding for funding. The Training Programme is very popular, the first phase is fully booked and the second phase is currently being developed. Many programmes have already got large waiting lists so we are looking at how we can provide more places. A series of workshops around Transforming Lives is currently being developed ready for the autumn. This will include End of Life Care, Dementia Strategy – the first workshop is already booked for September, PersonCentred Care and Business Skills Development workshops. The grant funding will continue and information will be sent out on the claims process in the September mailing. We are reviewing the activities that can be funded following an earlier evaluation and feedback. Limited funds mean the grant will continue to be capped and can only be regarded as a contribution - £300,000 is once again allocated. The grant will continue to cover part of the admin cost for the Skills for Care funding, allowing providers to receive £75 per unit. Surrey Care Advice Service will continue and providers are encouraged to refer themselves for this free service. Both the Older Peoples and Learning Disability Projects will continue with part funding from the grant and from Adult Social Care. The grant will once again support the staging of a Showcase in March 2010 (Surrey jointly with Sussex) and further events e.g. follow up DOLs workshops and other topical issues. The Safeguarding DVD recently circulated has been purchased using the grant. £100,000 contributes to the core costs of SCA. The total grant is £750,000. SCA will continue to keep you informed of all the opportunities and developments that are funded through this grant and we always welcome any feedback on new ideas and needs to inform our planning. Unfortunately many things we wanted to do this year have not been possible e.g. a further programme of Train the Trainer but if further money becomes available we will bring these plans forward.

New member of the SCA team
Our work continues to grow as we are involved in more and more aspects of social care, for example SESCA (South East Social Care Alliance), and more recently with Surrey County Council on Business Continuity, Safeguarding, as well as Transformation and Commissioning. The time has come to expand our team and we welcome the support that will be offered by Rosie Hatton our new Business Development Manager who will be working 25 hours a week starting late July. Rosie comes to us from her role as Chief Officer for Runnymede Association of Voluntary Service with a wealth of experience and talent that will help us to develop our information systems, our communications and business management processes. With the work of our Senior Associate team Valerie Smith, David Claridge, Alan Willmott and Sarah Pearce, our office team Jenni Turner and Richard Monnery, we will be well placed to keep pace with the constantly emerging demands on the sector. Our Board has also co-opted John Atkins from Home Instead as a new representative from Domiciliary Care.
TSI Good News!
SCA has been awarded 1,882 units or £150,560. Forms are on the website under downloads now. You are reminded that your NMDS must be updated in 2009 -10. Many providers lost out at the end when it was too late to update and their claims were rejected so please do it sooner rather than later. No contract is available to offer help this year so you need to do this on-line yourself. Please note there are new units that can now be claimed i.e. first aid, food hygiene etc. see www.surreycare.org.uk under Downloads for full details. Unfortunately despite valiant efforts to ensure providers submitted their claims and updated their NMDS, we failed to claim all our available funding for the very first time. We were hopeful with a rush of late claims but because of the rejections in the end we under-claimed by £69,040 only achieving 62% of our plan. However, before we feel too bad about this, we are advised we were one of the best performing areas around the country! The introduction of the NMDS requirement really hit claims and to some extent providers also benefited from Train to Gain funding so demand was down. We expect to see a different picture this year with Train to Gain drying up.

A packed and varied programme covered topics on how the credit crunch is affecting the care sector, trends in the care home market, an update on the New ISA (Independent Safeguarding Authority) Vetting & Barring Scheme, the launch of South East Social Care Alliance (SESCA) and much more. There was also plenty of time for networking over coffee!

New Care TV Channel
A new interactive satellite television channel Aged Care Channel (ACC) offering an innovative way of training care staff has been launched. ACC is a subscription service to which care homes sign up as members. Discussions took place in June with SCC to take forward a plan for Business Continuity, not only to cover responses to heatwaves and swine flu but also our response to floods, snow and fire and other emergencies which might impact on vulnerable people and care settings. We are discussing holding a series of local workshops in the autumn.
