WHITELEY VILLAGE REWARDED FOR ‘GOLD STANDARD’ END OF LIFE CARE
The Whiteley Village Care Centre was recognised at a special ceremony in London for achieving the “Gold Standard” in end of life care. Social campaigner and Liberal Democrat peer Baroness Julia Neuberger presented the awards at the ceremony. Whiteley Village is one of only 60 homes nationally to have completed the Gold Standards Framework for Care Homes (GSFCH) Training Programme and has been awarded commended status to add to its CSCI 3-star rating. The programme, recommended in the Government’s End of Life Care Strategy, aims to improve the quality of care for those in the last years of their life, provide better co-ordination with primary care teams and specialists and reduce avoidable hospital admissions. To qualify for accreditation, care homes must have undertaken the full GSFCH Training programme over 9 months, embedded this into their homes for at least 6 months and then undertaken a rigorous accreditation process, 'Going for Gold.' Quality Benchmark
for Training Providers
Social care providers in Surrey have the choice of a comprehensive range of high quality training providers who are responsive and flexible in their service provision. There is a well established Training Providers Network that is coordinated by Surrey Care Association, with regular network meetings chaired by SCA Chief Executive, Erica Lockhart. These meetings enable and facilitate the interface between employers and training providers, and are essential for keeping providers informed and up-todate with developments in the sector, not least of which are invaluable funding opportunities to support employers with workforce learning and development. If you are a training provider seeking to work with Surrey care organisations and would like to be included in the SCA website listing of quality providers, you are required to submit an application to Erica Lockhart at SCA that demonstrates that you have the necessary credentials to meet the expectations of Surrey employers. A downloadable application form is available on the SCA website, at www.surreycare.org.uk for you to provide evidence applicable to the 10 quality criteria which underpin the benchmark requirements. GP Services for Care Home Residents
Update from Valerie Smith, Older Peoples Project Manager
Following inquiries from home owners and managers about GP services for care home residents, SCA has spoken to Helen Snelling at the PCT who confirmed the following: Suggesting that managing a patient with Residents of Care Homes who are eligible for NHS Care are entitled to be registered with a GP and receive the same GP Services free at the point of delivery as they would if they lived in their own home. The PCT also confirmed that enhanced services are those which go beyond the normal services - for example, where a GP might have a special interest and provide services which would normally be provided in secondary care or by a consultant. Another example might be where the management of the home that provides nursing care requires professional long term conditions is an enhanced role is something Helen Snelling would dispute, because many people live at home with long term conditions that are managed by their GP. Doing a surgery in a care home could be seen as an enhancement but Helen Snelling suggests care home managers discuss it further with the GP and suggests that this is convenient to both parties providing or reviewing medication is the role of the GP. Notes in the home are probably an enhancement but is also convenient for the GP. services of a doctor or other health care professional to assist in the management of the business.
Update on Cost Model
Surrey County Council agreed to let SCA know what the position is regarding the use of Cost Models in the county. Providers have been unclear about what model is being used. This was particularly highlighted in discussions with Learning Disability providers at recent network meetings. Providers also expressed some concerns about the approaches being used. SCA has discussed these matters with SCC and the following statement makes the position somewhat clearer. Providers with specific concerns can approach SCA (David Claridge or Erica Lockhart) to discuss, or indeed raise matters directly with Vicki Goddard. “SCC have been using the South East Centre of Excellence (SECE) cost model for some time and currently this is the agreed costing model for LD and PD residential services. We use it to review high costs and in new placements. The Best Practice Forum (which sees every new placement) will defer to the Placement Review Team (PRT) to carry out the cost model activity with the provider. The aim of using this model is to ensure a transparent price and value for money. Any concerns about the process should be raised directly with Vicki Goddard, Procurement and Commercial Manager SCC at vicki.goddard@surreycc.gov.uk Additionally, the PRT team has been running a comparison pilot comparing the SECE cost At the March LD Network meeting, SCA advised providers that they can read and download information about the Care Funding Calculator on the Improvement and Efficiency South East Partnership website. Visit www.southeastiep.gov.uk to reach the homepage, then click on "Our Work" on the left hand menu bar, and then on "Social Care". Here you will find various downloadable calculator tools for both residential care and supported living. (The SECE website appears to be defunct as web searches will direct you to the southeastiep website.) model and the National Funding Calculator. Learning Disability Market Transformation Project
Update from David Claridge, Project Manager
In the past year one home has deregistered, but SCC is currently working with about 12 providers on home deregistrations during 2009. With over 260 registered homes for people with learning disabilities in Surrey, transformation will be a slow burn rather than the wholesale change originally expected. Meanwhile, SCC is using Supported Living as the placement of first choice, so very few people have been admitted to residential care. Government penalises SCC for making placements into residential care. Whether providers like it or not, supported living is here to stay. CSCI continues to make deregistration hard, also housing benefit rules are complex and don’t particularly help private sector providers with their financial viability post deregistration. There are some formidable barriers to overcome before providers can transform their businesses successfully that we at SCA have made well known to SCC. As with Supported Living, SCC's rollout of Self Directed Support is proving to be a slower burn project, but as more service users are given control of their own budgets over the coming months and years the effects for providers could well be profound. The LD project will ensure that as the policy and processes for SDS are developed, providers will be kept up to date. Although these are challenging times for providers, there are new opportunities for them, for instance the recent SCC request for information about providing day support and a short term break service drew 100 enquiries and 44 expressions of interest from providers. Providers interested in supplying Supported Living can now use a new SCC email address supportedliving@surreycc.gov.uk Although the deadline has passed SCC has indicated their willingness to still receive expressions of interest. More details on the SCA website (see section on Learning Disabilities). Looking forward, we aim to add to the Providers Toolkit, focus on workforce development and continue to reflect provider concerns to SCC as well as find ways to help providers meet the challenges ahead. Whichever direction you see your future business going, all providers should stay in touch via the SCA website and come to LD Provider Network meetings.
Skills for Care Accolades
Have you entered the Skills for Care 2009 accolades yet? Surrey care homes have enjoyed considerable success in the past so why not enter now? Investors in People Programme
NTSG (and now the Adult Social Care Grant) has enabled SCA to offer the opportunity for providers to achieve the Investors in People (IiP) Quality Standard by commissioning an inclusive programme of preparatory workshops and individualised advisory support as well as the assessment process itself. Our first programme began in April last year, facilitated by Jean Mills of JM Counselling and Development Services Ltd with a target date of March this year for assessments to have been undertaken. The journey towards achievement of this prestigious quality mark requires a great deal of commitment and perseverance on the part of proprietors and managers, if the rigorous requirements of the Standard are to be met. We are delighted to announce that all 6 providers which have undertaken assessments over the past two weeks, have received the wonderful news that their Assessors are recommending them for Investors in People status. Confirmations are expected within the next few weeks. The successful providers are: Abbeyfield Wey Valley Society Ltd. Ashleigh House Classic Home Care Services Kathryns House Starrcare Tendacare All have praised the quality of the workshops delivered by Jean Mills and the invaluable advisory support provided by Jean and her colleague Laura Watkinson. Congratulations to all and very well done! A new group of 10 providers began our second IiP Programme in January and will aim for assessment by March next year.
IAHSA’s
8th International Conference
IAHSA’s 8th International Conference takes place in London in July 2009. The conference will bring together service providers working with older people (or ageing as the USA refer to these services) from over 30 countries around the world, giving everyone the opportunity to share models of care and learn new and innovative service ideas. Another Showcase Success
The hugely successful Showcase on 5th March drew hundreds of visitors from across Surrey and Sussex

The Adult Social Care Grant 200809 enabled SCA, in partnership with Surrey County Council, to offer Surrey registered care home managers the opportunity to attend one of the funded workshops. Deprivation of Liberty Safeguards which came into implementation on 1st April 2009, means registered care home managers have new statutory duties regarding residents who lack mental capacity, and some residents will not be able to be admitted without prior authorisation from the Local Authority. National Minimum Data Set for Social Care: NMDS-SC Online
Just over a year ago Skills for Care contracted with SCA for the online collection of workforce data within the county. This followed a previous phase during which organisational data was collected using paper based questionnaires. The updating of this organisational data has become an eligibility requirement for employers seeking to claim TSI funding. A team of Advisers has provided free advice and assistance for employers in adding their data to the online system. Skills for Care set very challenging milestone targets for the employee data collection and SCA is delighted that all targets have been fully met and indeed exceeded! At the time of writing (mid-March), final data is still being collected but the total number of employee records for Surrey will be in excess of 5,000. The number of employers who have contributed either organisational data alone OR both organisational and employee data, will be in excess of 470. The big advantage for employers who have completed both the organisational and the employee data sections, is that you will have access to reports based on your own data submission which can be used for business planning and improvement purposes. You can access these reports through your log-in and, once logged in, if you click on “Reports” you will be able to access this key management information:

Your training and qualification report which will help you to analyse your training and development needs. The report will show workers’ qualifications cross-tabulated with key variables including job role, age, gender, ethnicity and employment status. The report will also include information on National Minimum Standards and contain signposting links e.g. regional offices, LSC local offices.
Erica Lockhart and Andrew Lord stand down from their “Skills for Care” roles
The meeting held on 26th March was a time for celebration but also sadness as Andrew Lord stood down as Chair of the Surrey sub group. Andrew was the pioneer of partnership working when as Chair of Topss (the organisation which preceded Skills for Care) he worked closely with Sarah Pearce, then working for Surrey County Council, and Erica Lockhart, then Director of Care Sector Development Project at the LSC, to plan how we best used the funding that was available in Surrey. “It was the first time we had all sat down together and worked out how to avoid duplication of funding and also to let providers know what was available” said Erica Lockhart. Those early discussions paved the way for the foundation of the new SCA Ltd and our working relationship with SCC over NTSG and now Adult Social Care Grant. Andrew has given of his time not only in Surrey but across the region and has been one of the few voices at regional level representing the independent sector. His promotion of TSI and letting us know of new opportunities for projects and funding have left Surrey with a great legacy. Andrew will be sadly missed as Chair. The group made a presentation to thank him for his work. The same meeting saw Erica Lockhart stand down as the Surrey coordinator following SfC decision to make officer appointments. Karen Stevens is the new Regional Development Officer for Surrey and Sussex. Carl Biddle Senior Regional Development Officer praised the work of Erica for SfC and recognised her inspiration and commitment to the sector. SfC have been able to fund innovative pieces of work in Surrey and sadly new funding constraints mean there will be far less funding to support developments as in the past. As a result of Andrew’s departure the Surrey sub group is seeking another provider to take the chair. Anyone interested should contact John Strangwick, email John@clarendoncareservices.com
Of course, the value of the reports will depend upon the detail and accuracy of the data added to NMDS-SC Online and the regular updating of workforce changes. For employers who have still to add their data, we strongly urge you to do so, as you are not only missing out on the benefits, but are also not contributing to the workforce information which the sector needs in order for decision makers to target resources effectively. We may still be able to assist you after April so please do still get in touch and remember claims for Skills for Care unit funding require annual updates. Many providers found out late in the day that claims would be refused without this NMDS update. New E - learning Programme about Nutrition and Hydration
A new online programme has been developed to help health and social care staff better understand the nutrition and hydration needs of the people they care for. The free to access programme is being funded by the NHS Strategic Health Authorities and has been developed by the NHS Core Learning Unit. Future of Older Peoples Services in Surrey
– The SCA / SCC Business Development Project –

The number of people attending the Older Peoples Care Home Network meetings is increasing. These meetings provide an opportunity for you to hear about what is going on in your sector, have an update from SCC and network with a range of providers who are facing similar issues to yourself. The next meeting is on 13th May 1.30pm - 4.00pm at Leatherhead Golf Club. We held an interesting workshop in January to discuss the SCC draft Commissioning Strategy for Surrey. Information from the workshop was incorporated into our response to SCC. We are hoping to work with SCC to develop this strategy and address the areas of concern we raised in our response. The workshop on Self Directed Support was well attended and provoked some interesting debate. We had to postpone the workshop in February but this has been rescheduled for Tuesday 28th April. The topics for this workshop are the impact that Transformation will have on Regulation and the practical application of the toolkit with an emphasis on the KPI’s. If you are interested in attending please email Jenni Turner on Jenni.Turner@surreycare.org.uk The 1st April 2009 saw the demise of CSCI and Care Quality Commission taking over as the Regulator for Health and Social Care. However you are unlikely to see any major changes to the current system. For the first year CQC will focus on bring services not previously regulated into regulation. Social Care will continue to be regulated under the Care Standard Act 2000 and the National Minimum Standards until 2010. As many of the current CSCI staff will transfer to CQC it is possible that you will retain the same inspector. Consequently star ratings, AQQA and inspections will continue as they are now until October 2010. February saw the publication of the National Dementia Strategy. The aim of the strategy is to ensure significant improvement across three key areas. These include improved awareness, earlier diagnosis and intervention and higher quality care. There is limited funding of £150k for years one and two but no agreed funding after that although this is a five year strategy. This strategy presents a number of challenges for both residential and domiciliary care services and this will be an agenda item at the network meeting. As you can see the agenda is challenging and we need your input to address. We would encourage you to stay in touch by visiting the SCA website and attending network meetings and workshops. Visual Awareness Training and Information
Surrey Association for Visual Impairment (SAVI) is rolling out a new visual awareness training programme and has recently delivered training sessions to staff at the Albury House care home in Guildford. The reaction of staff has been very positive and they believe that the training will enable them to offer better care to their residents. The SAVI team is coming to our network meetings to talk to providers to see how they may be able to help service users and also help care staff through their awareness training programme. The DVD explains the different sorts of visual impairment and how best to assist a visually impaired or deafblind person. The online shop shows products for sale in their resource centre with a clear picture, description, audio description and an easy-to-use system which allows you to pay securely online.

SCA to launch Surrey Awards

The SCA Board has approved the introduction of SCA Awards to recognise Adult social care in Surrey. The idea came from a recent Trainers Network and from attendance at the Caring Times Awards in December. Planning is in the early stages but we hope to hold a prestigious event in late September/early October. Ideas for award categories and offers to sponsor category awards are welcomed. We expect the tickets to be £50 - £60 per head including drinks for a celebration evening. Tickets will be restricted to 250 so please register early for your interest and advance notice of ticket sales.
